SUMMARY

VCAT followed council in granting a permit for the re-building of a community hall in an area exposed to high-risk of bushfire but imposed new conditions, including the requirement for preparation of a council-approved Emergency Management Plan in consultation with the Country Fire Authority and the installation of a 55,000L water tank of which 10,000L was to be reserved for fire fighting purposes. VCAT decided that there was a strong 'community need' for the hall and the bushfire risks could be managed.
