Excerpt from judgment: [133] Neither policy directs that we should not be developing available residential land. Broad planning policy at the state level and the council settlement policy acknowledges that at broad level addressing climate change requires consolidating the overall urban footprint. There is therefore a balance needed between promoting urban consolidation to achieve this and in doing so provide new urban environments that include landscape and water features to minimise urban heat island effects.
