See [15]: I find the development would contribute to broad housing diversity objectives in the scheme by providing one additional dwelling that is suitable for households that do not want or cannot afford a family home on a larger lot. It would make a suitably incremental contribution to Melbourne becoming a more compact city, with environmental and economic advantages that arise from reducing urban sprawl into areas that have productive agricultural or landscape values. It would make an incremental contribution to reducing long distance commuting that contributes to climate change.
