SUMMARY

These four appeals arose from the decision of Transit New Zealand Limited to accept the recommendation of the Hearing Commissioners acting under delegated authority for the Wellington City Council (WCC) to confirm a requirement for a designation for the Stage 2 bypass. Transit's decision largely accepted the Commissioners' recommended conditions (with minor alterations), the Commissioners' recommendation that the designated area be reduced, and that the Stage 3 designation be lifted. The decision included some discussion of the air pollution concerns of the bypass.
