Determination on appeal. The appellants appealed against decision of respondent council to use sector range method to allocate nitrogen to rural land uses in subject lake catchment area. Parties agreed that hearing of appeals was to be held in two stages and that present proceedings related for first stage which focused on determining most appropriate nitrogen allocation approach. Finding that, by way of overall comparison of two allocation methods, sector range method was most appropriate by significant margin and on most bases of comparison. Ordered that most appropriate method to allocate nitrogen to rural land uses in subject catchment was sector range method. Determination made.
