Applicant challenged validity of first respondent's decisions both as to notification and substantively as to grant of consents. Finding that there was no error in process by which first respondent decided that notification of applications was not required. Finding that first respondent appropriately considered all relevant matters and did not have regard to any irrelevant matter in notification decision and in granting consent for changed use. Finding that there was no reviewable error on how first respondent dealt with second and third respondents' resource consent applications. Application dismissed.
