[1] Maintaining indigenous biodiversity is one of the most complex environmental functions1 of local authorities under the Resource Management Act 1991 (“the RMA” or “the Act”). Among these complexities is the issue “when is it appropriate to provide environmental offsetting or compensation2 for the removal or destruction of indigenous flora and fauna3 (and when not)”? One small generic aspect of that issue is raised in this proceeding.
