SUMMARY

“Council submits the proposal fails to achieve an acceptable landscape outcome as the vehicle turntables result in hard surface beyond the 3.0 metre width of a standard accessway and the landscape area located along each side boundary within the front setback is unacceptable as it is less than 0.6 metres in width and does not extend the length of the front setback. Council submits the proposed outcome is contrary to relevant strategies for development of this nature specified at clause 15.01-1L-02 (Landscape design and canopy tree cover) and clause 15.01-5L (Hobsons Bay preferred neighbourhood character). In particular the strategy at clause 15.01-1L-02 that seeks to increase landscape canopy cover to mitigate climate change and enhance the visual appearance and amenity of front setbacks, car parks and other elements that interface with the public realm.”
