“From the information before us we are unable to determine that the bushfire protection measures needed will minimise adverse environmental impacts, as sought by ESO3. Nor are we able to determine that sufficient provision has been made for planting of canopy trees and other vegetation to meet the SLO2 objectives, based on the level of detail in the plans and reports before us. The changes to the planning scheme as a result of Amendment VC216 reinforce that there is a need to balance issues of climate change, including bushfire risk, with matters of vegetation protection.”
