Extract from judgment:

[214] A criticism by Council and the respondents was that Mr Jempson did not consider the influence of climate change effects on rainfall patterns. Ms Hicks advised that this affects building floor levels. She reiterated Mr Jempson’s opinion that an alternative built form design response to such inundation and land filling could be the use of pole footings to elevate any dwelling above existing ground levels.

[215] We understand an outcome of the influence of climate change on rainfall patterns includes potentially a larger area of flooding extent which results in higher floor levels being proposed.
